The single most useful question in a city apartment is whether the neighbours have hot water too.
Some buildings supply it centrally. Where that is the case, a whole-building outage is not something an individual plumber attends; it is a matter for management, and calling one out achieves nothing except an invoice.
If it is only your apartment, it is your unit, and from there the diagnosis is the same as anywhere. Sydney's water is soft, so a storage tank is protected by a sacrificial anode that corrodes so the steel does not, and once it is spent the tank corrodes instead.
What is different is the replacement. Where the unit sits, what fuel reaches it and whether a flue can go on an external wall are all constrained, and the outside of the building is common property. Those are questions for before you order, not after.
