Can you work whenever, or does the building set the hours?

The building generally sets them for anything disruptive. That is not unreasonable and it is worth knowing before a date is agreed. Emergencies are different and most buildings treat them as such.

The same fixture keeps blocking. Is that the building?

If it is only your fixture and nobody else is affected, usually not. A repeat in one branch is normally something structural or habitual on your side. We will say so plainly rather than letting you take an unwinnable case to management.

Do chemical drain cleaners help?

Rarely, and in a building they are worse than useless: they sit on the obstruction, generate heat, and anything that does move goes into a shared system. Tell us if one has gone down before we open anything.
